Chief Justice Lambert delivers her first State of the Judiciary address Nov. 6 in Frankfort

FRANKFORT, Ky., Oct. 31, 2025 - Chief Justice of the Commonwealth Debra Hembree Lambert will deliver her first State of the Judiciary address at 11 a.m. EST Thursday, Nov. 6, before the Interim Joint Committee on Judiciary. The meeting is open to the public and will take place in Room 149 of the Capitol Annex in Frankfort.

Chief Justice Lambert's address will outline how Kentucky's courts are building a sustainable future through responsible budgeting, fair pay and investments in technology and facilities. She will also highlight the dedication of court personnel and innovative programs that strengthen communities statewide.

Following the chief justice's remarks, the Administrative Office of the Courts Department of Pretrial Services will provide an update on the Behavioral Health Conditional Dismissal Program. The program was created after the passage of Senate Bill 90 during the 2022 Regular Session of the Kentucky General Assembly. The program fulfills one of the legislation's primary objectives - addressing behavioral health needs at key points within the justice system.

The chief justice is the administrative head of the state court system and is responsible for overseeing its operations. The chief justice delivers the State of the Judiciary address each year to report on the court system's progress and priorities. Chief Justice Lambert began a four-year term as Kentucky's chief justice in January 2025. She is the first woman to serve as chief justice.
